Conclusions:

1)
In the city of Merlo, San Luis province, on the twelfth day of November 2005 in under the Fourth Annual Plenary of the National Committee of Young Lawyers, which is appropriate to treat the issue of membership, and Whereas:

That the control of a college tuition is not delegated by the provinces to the Federal Government that the practice of law in a college was important to ensure the independence of professional services and guarantee defendant the best quality of data, since it is they who regulate the registration,

to allow the control of the registration of lawyers is in the hands of state power - such as current Chaco province, a dangerous matter of conditioning practice to the vicissitudes of the ruling regime;

That the constitutionality of the legal licensing system for the liberal professions has been repeatedly upheld by the Supreme Court Justice of the Nation, the highest interpreter of the Constitution;

That rule in Article 15 inc. 3 of the Constitution of the Province of Chaco, expressly provides the constitutionality of the college system for the professions in the area of \u200b\u200bthe province;

That the legal licensing system guarantees the free exercise of the profession, incumbencies defense of professionals, job placement, coverage of social security and health, and all those activities that make defending the private interests of its members;

Argentina The Federation of Bar Associations Founded on July 12, 1921, has as one of its main objectives encourage legal professional association in all Argentine provinces;

That this committee believes depleted stage of discussion and study of the issues raised;

That it is necessary and appropriate to give the body maximum intervention FACA to the purposes for adopting the ways to achieve the effective licensing in the province of Chaco,

therefore NATIONAL YOUTH COMMISSION COUNSEL ARGENTINA FEDERATION OF BAR ASSOCIATIONS,
RESOLVED

1 .- Urge Legislature Province of Chaco, to restore the public college system for lawyers.

2 .- To propose to the Governing Board of FACA taking concrete steps towards the resolution of the conflict. In this regard it is imperative that the next meeting of the governing body are constituted appropriate measures to that effect, considered as essential the following:

2.a. - Request for hearing with representatives of Executive and Legislative branches in the province of Chaco.

2.b. - instruct the Committee of FACA that concern it is concerned, the study, treatment and viability of the relevant legal mechanisms and if the immediate effectuation of them.

2.c. - The implementation of a concrete plan of awareness that involves lawyers, students and society as a whole.

In the city of Merlo, San Luis province, on the twelfth day of November 2005, under the Fourth Annual Plenary of the National Committee of Young Lawyers in which is appropriate to treat the theme of change in litigation costs in the city of Mendoza:

AND CONSIDERING: That in view of the bill submitted by Mr. Mark Niven, Hugo Morales, Miriam Núñez, before the Honorable Legislature of the Province of Mendoza, a project which is changing the system of legal costs, establishing a unified system of taxation of costs, which seeks to repeal the system of taxation of costs to overcome and the absence of taxation of costs and the Provincial State, building on existing litigation crisis in the province of Mendoza, which finds its grounds on two main factors: 1) disproportionate growth leading cause lawyers and 2) The system of taxation of costs the loser, according to the teachings of the master Chiovenda;

WHEREAS

I) The disproportionate attack on basic constitutional guarantees, such as ensuring access to justice, the principle of reasonableness of the law, the principle of equality before the law, the right to petition the authorities, and the obvious violations of the right property, both for the run to the lawyers who do practice the profession of their livelihoods, affecting even entering the venue for the first, food and nature of professional fees for the latter;

The Board of the Young Lawyers Committee of the Federation of Bar Argentina RESOLVES:

I) strongly reject the draft law submitted to the Honorable Legislature of the Province Mendoza, violate basic rights of managed and professional litigants

II) Notify the Board of FACA higher, the effect that it is issued on the draft statement recommending its strict rejection and notification of such declaration to all the federated schools;

Buenos Aires 25/03 / 2006


In the city of Buenos Aires, Argentina, on the twenty days of March, two thousand six, with eleven forty and five hours at the headquarters of the Federation of Bar Associations Argentina, Drs. Pedro Santiago and Raul Orgambide Tripicchio, Deputy and Member of the Board of FACA, respectively, and Dr. Frank Gambino, Chairman of the Commission, came to oversee the electoral act of the Young Lawyers Committee, having made a single list, which was made official on 14 March this year.

Dr. Orgambide welcomed those present and shows that in accordance with the rules of this election, is made known to the Board of the Federation, according to art. 16 of Regulation of Young Lawyers has appointed Drs. P. Orgambide Santiago, Raul Franco Gambino Tripicchio and to integrate the Board of Elections who have overseen the implementation of the precautions established in the arts. 2, 13, 14 and 15 of the Regulation, set to the regulations established. Then, unanimously resolved to proclaim the list is composed as follows: President: Cristian Galván (CA Neuquén-Southern Region), Vice-Chair: Silvia Alejandra Pizarro (Santa Fe, CA Coastal Region), Secretary: María Jimena Garcia Varona (CA San Martin, Buenos Aires region), Vocals Headlines: Montepeluso Abel Santiago (CA Mendoza-Cuyo Region) Rodrigo Martin (CA Marcos Juarez-Central Region), Fernando Eleit (CA Jujuy Northwest Region), Sabino Spain (CA Region San Isidro-Buenos Aires), David Chassagnade (CA Rio Cuarto-Central Region), Guillermo Navarro (CPACF - Cap. Since the June 2 at night due to a car accident died Dr. Silvia Pizarro, colleague, friend and Vice President of this committee Young Lawyers of the FACA, was decided to perform the opening and closing plenary of respect for the precious life lost. Here goes a few words in memory of Dr. Silvia Pizarro Dr. Christian Galvan, representing the Board of the Youth Commission of the FACA. Performing a minute of silence in his honor.     implementing a mechanism to monitor and control the conditions under which the relationship develops, III .- Set in the context of the National Young Lawyers Sub FACA a commission dedicated to studying the various legal mechanisms that permit the production of a draft minimum wage for the young lawyer relationship; as well as, proper legal framework; IV .- Encourage the young lawyer, the possibility of implementing alternative means of conflict resolution as a opportunity for rapid job placement, V. - communicate this resolution to each of the various committees Young Lawyers attended the plenary presentations.

    At that time lectured on the theme "Building professionals and Registration" by Dr. Perez Catella, " current state of legal licensing in Chaco Province "by Dr. Rolando Arbués," an Association "by Dr. Yamandú Barrios Pte Del Colegio Association of Corrientes. And "Self Procedure - Sicam " by Dr. Jimena García Varona.

    CONCLUSIONS:

    Resistance, October 21, 2006, HAVING SEEN the presentations by Drs. Silvia Marina Risuk and Jorge Daniel Fornies, Bar Council of Resistance, and WHEREAS:

    the arguments, referring to the lack of enforcement of professional fees No. 5532, which is a clear lack to the professional work of lawyers in the province,

    That such inapplicability of this law will constitute a violation of constitutional rights embodied in Arts. 14, 14 bis and 17 of the Constitution and international covenants incorporated in Art 75 Inc. 22, and eating unknown nature of professional fees, notwithstanding the settled law of the National and Supreme Court Justice of the Nation on the subject.

    That the absence of legal licensing in the province, resulting in the lack of adequate protection of the rights of lawyers exercising their profession, requiring the support of the Argentina Federation of Bar Associations, for the purposes mentioned. Therefore, the National Young Lawyers Committee of FACA,

    RESOLVED:

    1) express concern about the situation facing the legal profession in the province of Chaco, about the lack of implementation of the 5532 Act which means ignoring the work of the legal professional.

    2) Urge the Judiciary of the Province to the effective implementation of the legislation and urge the Board of Governors of the FACA to arbitrate the means designed to achieve effective protection of human rights Advocates of the province of Chaco.
