WHOLE MINUTES

In the city of Mar del Plata, Buenos Aires, on the 12th day of August 2006, convened the Committee of Young Lawyers of the Argentina Federation of Bar Associations on the occasion of taking out the " III th Annual Plenary the Young Lawyers Committee of the FACA " , in order to address the agenda and the presence of the following delegates and attendees:

I- ACCREDITATION: Being 10.00 Hrs received accreditation of delegates from the Federated Colleges, attending this event, and namely

II- OPENING PLENARY:


At 10:30 it starts the Third Annual Plenary of the Committee on Young Lawyers FACA through the word of the President of the College Host, Dr. Christian Galvan President of the Youth Commission of the FACA, and President of the Young Lawyers Committee Headquarters.

  • According to the schedule of the whole, we proceed to make the presentations on "Education Reform . Law 26,066, incidents, Practical Aspects" . Presented by Dr. Rodolfo Capon Filas.y " Lawyers victims State Terrorism" by Dr. Carlos Bossi .-
  • Tribute to Dr. Silvia Alejandra Pizarro:


    In the city of Mar del Plata to the Twelve days of August Two thousand and six, while meeting the Governing Board of the National Commission Young Lawyers of the Argentina Federation of Bar Associations, to celebrate its Annual Plenary III resolves to:

    I. - To declare the Whole in tribute to Dr. Silvia Alejandra Pizarro, who unfortunately lost his life in a traffic accident occurred on the second of June this year, in the city of Rosario .-

    II .- To enter into your mind a minute of meditation .-

    III .- To surrender to the Bar of the City of Santa Fe, a memorial plaque to the tireless work of our beloved friend and colleague Dr. Silvia Alejandra Pizarro .-

    IV .- Report to the Board of Governors of the FACA and the Bar Association of Santa Fe to the present resolution .-


  • Lunch Recess .- After it resumes the activity at 16 hours.


    - Presents respective work and proposals on the subject "Job placement the Young Lawyer, the young professionals working in the employment of particular situations. Tax Status. Social Security, labor Exercise Young Lawyer." These are presented by the following professionals, namely: Veronica MONTERO (Forum Association of San Juan), Walter HEATER (Colegio de Abogados de Rosario), Soledad Moreno, Sebastian Pucciariello and Walter Ariel JURY (Rosario Bar ), Delia and Mary Lilian VILLARINO BEVILACQUA (Colegio de Abogados de Quilmes), Mariana Lopez SERENO (Colegio de Abogados de Córdoba) and Silvana Andrea and Elisa QUINTOS VILCA (College Bar de Jujuy);

    RESOLUTION:

    AND SEEN: Presentations on "Job placement of the Young Lawyer, the young professional working in the employment of particular situations. Tax Status. Social Security, labor Exercise Young Lawyer "by the delegates Veronica MONTERO (Forum Association of San Juan), Walter HEATER (Colegio de Abogados de Rosario), Soledad Moreno, Sebastian Pucciariello and Walter Ariel JURY (Colegio de Abogados de Rosario) BEVILACQUA and Mary Lilian Delia VILLARINO (Colegio de Abogados de Quilmes), Mariana Lopez SERENO (Bar Córdoba) and Silvana Andrea and Elisa QUINTOS VILCA (Colegio de Abogados de Jujuy); AND WHEREAS: That the young lawyer comes to the workplace without the tools necessary to access a free and full exercise of their profession, because the lack of practical training within the University as well as various difficulties in the acquisition of knowledge and practice in the post-college; That reason is abused by other more senior colleagues, who in exchange for wages below the basket subject to a young lawyer to long working hours, deprived of social benefits; That this situation generates in the young lawyer discouraged and discredited increases and the devaluation of the profession, thus weakening the aim pursued by the young lawyer to acquire practical tools to compensate in this way the lack of experience, it is imperative to instill in the young lawyer's awareness that against a free and independent profession, That for the purpose of promoting the free exercise of their chosen profession, it is necessary to generate alternative methods of conflict resolution as part of the justified concerns of the lawyers themselves, is that the Young Lawyers Plenary III of the FACA, RESOLVED: Propose exhort the Board of Governors of the FACA to arbitrate the means designed to: I. - Require the State, through the agency created for this purpose (CONEAU), strict compliance with the standards of excellence that should govern higher education, both in terms of curricula and the training of teachers and infrastructure to be provided for; II .- urge the different Schools of effective control of the ethics of their enrollment, compared to due respect for the young lawyers from professionals who hire their services, creating a record to that effect those studies employing novel legal counsel

    implementing a mechanism to monitor and control the conditions under which such a relationship develops; III .- To create within the scope of the National Young Lawyers Sub FACA a committee dedicated to studying the various legal mechanisms that enable the development of a proposed minimum wage for the young lawyer as an employee, as well as , proper legal framework; IV .- Encourage the young lawyer, the possibility of implementing alternative means to resolve conflicts as an opportunity for rapid job placement, V. - communicate this resolution to each of the various committees Young Lawyers attended the plenary presentations.
